A Patwari in Samba District has made a daring misadventure. With one stroke of his pen, he has converted two kanals of Custodian land into the proprietary land of an individual person. Not this alone a compensation of two crores was released in favour of this person which was subsequently distributed between the two of them. This way misusing his official position the Patwari has made the exchequer poorer by two crores and made himself and a private individual richer by the same amount. But this heist could not be carried out by Patwari alone there is every possibility that some more senior-level revenue officials are involved in this scandal.
As per reports work to construct a superhighway is being carried out in full swing. A very old famous tea shop is situated on this highway. People travelling on the highway even from far-off places stop at this spot to take tea and refreshments. In the vicinity of this place, there was a plot of custodian land measuring two kanals. The Patwari of this area hatched a criminal conspiracy to get the custodian land transferred as proprietary land in favour of a private individual. An arrangement was worked out with a private person in the area it was agreed between the two that compensation received on that land in favour of the individual shall be equally distributed between the two.
As per this scheme, the custodian land was turned into proprietary land by tampering with the revenue record. After this tampering in revenue records, the individual was shown as the owner of that particular piece of land and accordingly, compensation amounting to approximately Rupees two crores was transferred to that person’s account. The compensation was distributed equally amongst both of them. Now this Patwari has been transferred to some other area and is also holding an additional charge of one more Patwar.
This way this Patwari by conniving with some other persons of the revenue department, has cheated the Government exchequer of two crores of rupees. The Patwari made a huge profit from this deal. Being the Patwari of the area he was well versed with the topography of the area and knew exactly from where the Highway will pass. He by interchanging the khasra numbers of both lands tampered with the record and committed this big fraud. This Patwari is still in the Samba district but has been transferred to another area under routine posting.
