New Delhi, October 5, 2023: The two-day Anti-Terror Conference 2023, commencing in the national capital, delves into five critical topics for discussion. Hosted by the National Investigation Agency (NIA) and attended by esteemed dignitaries, including Union Home Secretary Ajay Bhalla, Director Intelligence Bureau Tapan Deka, and Director Generals of Police from various states and Central Armed Police Forces, the conference aims to address pressing issues in counterterrorism efforts.
The conference will be divided into five separate sessions, with two scheduled for Thursday and three for Friday. The opening day features discussions on “Good Practices in Terror Investigations” and “Dismantling the Terror Ecosystem.” These sessions are part of the inaugural events graced by Union Home Minister Amit Shah.
On the following day, Friday, the focus will shift to three vital topics: “Terror Funding Trends and Countermeasures,” “The Use of Unlawful Activities (Prevention) Act and Legal Provisions in Countering Terror and Crime,” and “Harvesting Investigative Intelligence through Digital Forensics and Data Analytics,” all meticulously outlined in the conference agenda.
Throughout the conference, officers from Special Task Forces (STF) and Anti-Terrorism Squads (ATS) from various states, as well as agencies such as the Central Bureau of Investigation, Enforcement Directorate, and Special Cell of Delhi Police, will actively participate.
The agenda of the conference is comprehensive and includes discussions on a range of critical issues, including case studies on targeted killings, infiltration of Bangladeshis and Rohingyas, the Gorakhnath Temple attack in Uttar Pradesh, espionage, challenges in the detection and investigation of transnational crimes, Khalistani terrorism, Left Wing Extremism, and illegal arms manufacturing and trafficking.
Additionally, officers from NIA and state organizations like CB-CID, STF, and ATS will present insights on topics such as ISIS modules, generating financial intelligence for terror funding investigations, terror funding offenses and money laundering, crypto-currency-related terror funding, terror-related legal provisions, the Maharashtra Control of Organized Crime Act (MCOCA), international investigations, and case studies on banned terror outfits like Popular Front of India.
Other crucial subjects on the conference’s agenda include important terror-related judgments, case studies on chip-off forensics and metadata, capacity building of state Law Enforcement Agencies, iMOT, drone forensics, GANDIV and its utilities, and challenges of digital and cyber forensics.
The conference’s valedictory session on Friday will be chaired by the Union Home Secretary. Ahead of the event, Union Home Minister Amit Shah emphasized the central government’s commitment to eradicating terrorism from the country, echoing the policy of zero tolerance for terrorism as envisioned by Prime Minister Narendra Modi.
The 3rd Anti-Terror Conference aims not only to discuss various issues related to combating terrorism but also to chart a comprehensive roadmap for addressing this menace in close collaboration with relevant agencies and state forces.
