New Delhi, Aug 03 : On the eleventh day of the Monsoon session in Parliament, the bill to replace the ordinance for controlling services in Delhi is expected to cause disruptions and heated debates. The bill could not be taken up for consideration and passage on the previous day due to adjournments caused by opposition benches’ protests over the Manipur issue.
According to the list of business for the day, Union Minister Amit Shah will move the Delhi Services Bill for passage in the Lok Sabha. The bill faced opposition from various parties when it was introduced in Lok Sabha on Tuesday. Opposition MPs, including Adhir Ranjan Chowdhury, Saugata Roy, NK Premachandran, Sushil Kumar Rinku, and Asaduddin Owaisi, are likely to move a resolution against the ordinance promulgated by the Centre in May.
The Delhi Services Bill empowers the Central Government to make rules regarding the affairs of the Government of National Capital Territory of Delhi, including the functions and terms of service of officers and employees. The BJP has issued a three-line whip to its Lok Sabha members for their support.
Another major point of contention during the session will be the introduction of the Digital Personal Data Protection Bill, 2023, which was approved by the Union Cabinet earlier this month.
Apart from these bills, Defence Minister Rajnath Singh is scheduled to move the ‘Inter-Services Organisations (Command, Control, and Discipline) Bill, 2023’ in Lok Sabha. Additionally, Union Ministers Dharmendra Pradhan and Mansukh Mandaviya will introduce the ‘Indian Institutes of Management (Amendment) Bill, 2023,’ and the ‘Pharmacy (Amendment) Bill, 2023,’ respectively, in the Lok Sabha.
In the Rajya Sabha, Union Minister of Law and Justice Arjun Ram Meghwal will move the ‘Advocates (Amendment) Bill, 2023,’ for consideration and passage to amend the Advocates Act, 1961. Union Minister for Information and Broadcasting Anurag Thakur will also introduce the ‘Press and Registration of Periodicals Bill, 2023,’ in the Upper House.
The proceedings of both Lok Sabha and Rajya Sabha were cut short on the previous day due to disruptions and uproar by the opposition benches. The Lower House was first adjourned till 2 pm and later for the day as the Opposition created a ruckus over the Manipur issue. Similarly, in Rajya Sabha, the Opposition members staged a walkout in protest of their demands for a discussion on Manipur violence under Rule 267 and a statement from Prime Minister Narendra Modi.
Despite Chairman Jagdeep Dhankhar’s assurance that there is no time limit for the discussion on Manipur violence under Rule 176, the opposition continued to press for the presence of Prime Minister Narendra Modi in the House during the debate. The opposition’s demands have been a point of contention since the beginning of the monsoon session of Parliament on July 20.
