New Delhi, Aug 3: On Thursday, Union Home Minister Amit Shah presented the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 in Lok Sabha for consideration and passing. Shah emphasized that provisions in the Constitution permit the Centre to enact laws for Delhi.
During his speech, Amit Shah launched a scathing attack on the AAP government, stating that the administrative setup in Delhi functioned smoothly under various governments until the AAP came to power in 2015. He insinuated that the party’s primary focus is not on serving the people but on confrontation with the central government.
The Home Minister also accused AAP and Delhi Chief Minister Arvind Kejriwal of alleged corruption related to bungalow renovations. He asserted that the issue lies not only in the authority to transfer postings but also in controlling the vigilance department, which, according to Shah, AAP seeks to manipulate to conceal corrupt practices, such as building their own bungalows.
Highlighting Delhi’s special status as the national capital, Amit Shah urged opposition parties, including AAP, as part of the Indian National Developmental Inclusive Alliance (I.N.D.I.A) bloc, to support the bill based on the merits it holds for Delhi, rather than any other considerations.
The ordinance on the control of services in Delhi was promulgated in May shortly after a Supreme Court verdict on the matter. The proposed bill grants the Central Government the authority to establish rules pertaining to the Government of National Capital Territory of Delhi, encompassing the functions, terms, and other conditions of service for officers and employees.
Arvind Kejriwal has been rallying support from opposition parties, particularly in the Rajya Sabha, against the bill. However, the I.N.D.I.A. bloc parties are opposing it.
